The Environment and Consents Consultancy (TECC) was founded to provide senior-level support and leadership to infrastructure projects facing complex environmental and consenting challenges. With a strong track record across nationally significant developments, TECC brings specialist knowledge and pragmatic leadership to projects that demand precision, care, and credibility.
TECC is led by Pete Broomhead, an experienced practitioner with decades of involvement in planning, environmental management, and infrastructure delivery. Pete has worked across both public and private sectors, advising on some of the UK’s most high-profile projects.
Our ethos is grounded in professionalism, collaboration, and a deep understanding of how to deliver complex schemes in sensitive landscapes, without compromising on quality, compliance, or stakeholder confidence.
About our founder
Pete Broomhead is a specialist in consents, land, stakeholder engagement, environmental management, and sustainability, with over 20 years of experience supporting complex infrastructure projects across the UK and internationally.

He has led and contributed to the successful delivery of nationally significant infrastructure projects, with a focus on navigating planning frameworks such as the Transport and Works Act Order (TWAO), Development Consent Orders (DCO), and hybrid Bills. Pete brings deep expertise in environmental legislation, sustainability strategy, and multi-stakeholder coordination, particularly within sensitive and protected landscapes.
Earlier in his career, Pete held roles including Deputy Programme Manager, Project Manager, and Expedition Leader on sustainable development projects in Tanzania, Malaysian Borneo, and India. This international experience in challenging environments strengthened his cross-cultural communication, risk management, and delivery skills, all of which continue to inform his work today.
